Toby was born in Jacksonville, FL, and moved to Eastman, GA as a child. He attended Dodge County High School and was a member of New Hope Freewill Baptist Church in Empire. He was a painter for over thirty years with Howell Painting and loved working in the family business. He enjoyed riding motorcycles, fishing, and listening to music. Toby loved talking with people and was the type of person who never met a stranger. He was preceded in death by a Brother, Timothy Howell, Nephew, Jonathan Tripp, and his Paternal Grandparents, Willie Howell and Susie Strickland Howell, and his Maternal Grandparents, J.C. Mullis and Mary Mullis McDaniel.
He is survived by his Son – Casey Howell of Macon, GA; Mother and Father – Jewel Mullis Howell and Rev. Tony Howell, both of Eastman, GA; Sisters – Debbie Howell and Mary Ann Horne (Kevin), both of Eastman, GA; Brother – Danny Howell of Eastman, GA; Aunts and Uncles – Alice Mullis Wimpey, Mickey Howell (Flo) and Terry Dunn, all of Eastman; Nieces and Nephews – Gracie Sheffield, Danny Howell, Jr. (Marli), David Howell (Felicia), Josh Howell, Anna Rae Holland (Lance), Gina Horne, Shelby Horne, and Kara Howell; Numerous Cousins and Friends.
